On March 24, 1999, an appeal was filed by Madhava Rao (Rao), a resident of Visakhapatnam, Andhra Pradesh, before the Honorable Supreme Court of India under Section 38 of the Advocates Act, 1961 (Refer to Exhibit – I) against the orders of the disciplinary committee of the Bar Council of India (BCI) refusing to enquire into his complaint on the alleged misconduct of his tenant Upender, an advocate. Rao had approached the City Small Causes Court in July 1991 seeking eviction of Upender from the premises Rao had leased out to him. Subsequently, he had approached the State Bar Council of Andhra Pradesh (State Bar Council) with a complaint against the behavior and alleged misconduct of Upender during the legal proceedings pending in the Small Causes Court. ...
